Specification Compliance Review
In addition to code quality, you MUST verify the implementation matches the specification. This is where most developers fail - they implement what they THINK the spec says, not what it ACTUALLY says.

OpenAPI Compliance
When an OpenAPI spec exists, verify:
Schema Consistency:
- Check API schemas match code schemas

- Verify enum values are identical
